Catalpa is in search of a passionate Senior Program Coordinator who is motivated to create significant and lasting change in the lives of people in Papua New Guinea.

About the Program

In partnership with the Australian Government, Catalpa has been engaged to implement the Bilum Program. The program supports the PNG Department of Implementation and Rural Development (DIRD) to design, develop and implement a new integrated Service Improvement Program Management System and a District Information Management System (SIPMS amp; DIMS). Following the successful development of an initial system during 2020, DIRD and the Australian Government have agreed to support Phase 3 of the Program. This implementation is expected to be between June 2023 and June 2024.

About the position

The Senior Program Coordinator will work with our small and dynamic team to progress the implementation of the SIPMS amp; SIMS within DIRD. In this role you will work effectively with government partners to support, guide and translate complex program management requirements into user-friendly technology products that are responsive to the requirements of DIRD. You will promote and enhance understanding of the systems by Port Moresby and Provincially based partners.

We are looking for someone who has experience in capacity building approaches, ideally with a focus on government implemented competency frameworks. You will have experience in capacity building and skills development and be comfortable with both planning and implementing dynamic training programs for a professional audience.

Key roles and responsibilities will include:

  • Working closely with the program team, manage the continuing development of a competency framework and capacity development plan to ensure integration of the system in DIRD corporate planning, contributing to skill development and linked training plans in line with government requirements.
  • Assist DIRD to coordinate and prepare for regular capacity building and skills development workshops. This will include formal and informal training including the development of lesson plans, organising and delivering training.
  • Work positively and build trusted relationships with the DIRD and District and Provincial Administrations.
  • Working closely with the management team, support DIRD with the implementation of a National Expansion Plan for a national roll out of the SIP-DIMS Platform. This may include, as required, accompanying the program teams to relevant districts to assist in the presentation

Requirements

Here are the key competencies we are looking for in this role:

  • Good knowledge of government systems in particular understanding of decentralisation and sub-national governance
  • Enthusiastic about the capacity of technology to bring change and support innovation and impact
  • Comfortable in navigating diverse technology platforms, with a proactive approach towards learning new technology tools.
  • Understanding of capacity building approaches, with a focus on government implemented competency frameworks desirable
  • Ability to effectively plan and implement dynamic training programs for a professional audience.
  • Strong communication skills and ability to liaise with and maintain relationships across a broad range of government and non-goverment stakeholders
  • Sound analytical and research skills
  • Minimum of 3-5 years’ experience in program management with experience in management of programs for government partners (national or provincial) desirable.
