About the Project

Catalpa has been engaged to support the Government of Papua New Guinea (GoPNG) to design, develop and implement a range of initiatives engaging technology to improve service delivery and support improved management, performance and transparency of government funded programs and services. This position will support the delivery of a number of programs in PNG including working with the National Department of Health (NDoH) in delivery of a digital Health Facility Asset and Infrastructure Management System.

About the position

The Program Officer will support a PNG and internationally based team of sectoral, ICT (including product and engineering teams) and international development experts to manage implementation of a range of ICT focused programs.

Working under the guidance of the Team Leader and senior team members, the Officer will be responsible for coordination with GoPNG counterparts from National Agencies and sub-national teams (including Provincial and District level partners) working to design, develop and administer digital products in collaboration with Catalpa.

The position will be based between Catalpa and GoPNG based offices in Port Moresby and will include travel to provinces.

The Program Officer’s key task is to support the coordination of Catalpa’s participatory design process. This ensures future users of the system are engaged effectively to support quality platform design and development, efficient and sustainable program implementation including provincial roll-out processes and quality training and skills development of government partners on continued use and development of the platform. This is a high priority task for the program, and the Catalpa team will provide considerable support and mentoring to the Project Officer.

Specific roles and responsibilities will include:

  • Work within both the GoPNG National Agency counterparts and with Provincial and District Administrations and build great relationships and trust.
  • Work closely with and liaise between the Provincial and District Administrations, including PHA’s, NDoH’s appointed officers and the Catalpa team.
  • Assist Catalpa to support National Government counterparts including NDoH with the introduction, coordination and implementation of digital platforms and coordinate feedback on use to the Catalpa team.
  • Work effectively with and seek support from the Catalpa team both in PNG and based in a variety of international locations.
  • Coordinate and provide secretariat functions for key governance mechanisms including User Advisory Panel groups.
  • Assist in the preparation and analysis of a range of data and information required to develop digital Platforms (including checklists developed to guide audits of health facilities and reporting and management tools such as user manuals).
  • Support reporting to both PNG and donor government requirements.

Requirements

  • A relevant university degree or an intriguing reason for not having one
  • You have experience working in a global development context, such as working in an aid funded project with a funder, a managing contractor or an NGO.
  • You have experience with coordinating, preparing and facilitating provincial and district visits, workshops, training and awareness initiatives (or similar activities)
