About the Project

The program seeks to support NDoH in responding to a Ministerial request for critical improvements to how health infrastructure and assets are assessed, monitored and managed in Papua New Guinea (PNG). As part of this remit, the program will seek to design, implement and sustainably transfer to NDoH a fit-for-purpose digital platform that provides an accessible inventory of health facilities and critical assets for effective health service delivery. The program aims to foster constructive shifts in the processes of planning, budgeting, and monitoring, ultimately contributing to positive advancements in healthcare planning, resource allocation and health outcomes.

About the position

The Team Leader will be responsible for the effective implementation of the program, working closely with experts based in PNG and internationally, government partners (including the National Department of Health and PHAs across PNG), health service provision partners (such as Christian and Catholic Health Providers) donors, managing contractors and any other stakeholders.

The Team Leader will lead and drive Catalpa’s team (based both in PNG and in various international locations) to achieve program outcomes. They will ensure the program team is well supported to achieve impact and the program engages effectively with government partners, managing contractors and donors. The Team Leader will proactively manage and mitigate any emerging issues and risks in the scope of the program.

Reporting to the Senior Sponsor, the key roles and duties for the Team Leader will include:

  • Manage the team - you will provide day to day management of the project team, ensuring the team delivers the expected program outcomes in line with work plan milestones. You will create an inspiring team environment with an open communication culture, set clear team and individual goals and delegate tasks and deadlines with the team.
  • Lead Project Planning amp; Implementation - you will oversee the creation, approval and delivery of program work plans and interventions. You will make effective use of Human-Centered Design and Agile methodologies throughout project delivery.
  • Manage the Partnership - you will manage stakeholder relationships across the project, building and maintaining excellent relations with all relevant external stakeholders, especially Government Partners, World Bank, and other partners participating in the program.
  • Project Monitoring Support and Reporting - you will provide high quality reports on project updates, progress, accomplishments, risk and issues. You will monitor for areas of low performance and high performance and work with the team to develop corrective measures in a timely manner.
  • Training and capacity building of project stakeholders - you will identify appropriate training and capacity building opportunities in the project and work with the team to schedule and conduct the training on a range of topics.
  • Product implementation support - you will work collaboratively with the Technical Lead in the design and development with any digital intervention development process. You will share feedback, lessons learned and issues identified in the project implementation activities to inform product development and opportunities to improve the product/system.
  • Program Operations, Finances amp; Risk Management - whilst supported by Catalpa’s core operations team, you will proactively and effectively manage the project’s resources, budgets, procurement and logistics.
