About the Project

In PNG, Catalpa has been engaged to support the Department of Implementation and Rural Development (DIRD) to design, develop and implement a new integrated Service Improvement Program Management System (SIP-MS) and District Information Management System (DIMS). This program assists DIRD with the supervision and reporting of SIP funds, and maps alignment of service delivery, development outcomes, and administrative setup in each of the 96 Districts and 22 Provinces in the country.

About the position

The DIMS Lead will manage the development and adoption of the DIMS component. They will be embedded within the DIRD Policy, Programming amp; Budgeting Division, working directly with the Assistant Secretary Policy. The DIMS Lead will report to the Catalpa Team Leader, DIRD Program and collaborate with the Catalpa product team to work on product requirements, design and iterative development.

Your primary responsibilities will include:

  • Working closely with the Team Leader, Product Manager and SIP Lead to support the project strategic coordination and implementation of the program.
  • Leading on the DIMS extension to selected provinces and districts.
  • Coordinating the development of the DIMS platform component with both key DIRD stakeholders and the Catalpa engineering team, to enhance provincial and district profiles, as well as data and mapping capabilities.
  • Supporting DIRD in their external engagement with other Government departments, in particular for data sharing activities.
  • Ensuring the strategic development and implementation process is well documented and has DIRD ownership and broader stakeholder support.
  • Coordinate provincial and district based engagement and activities, in collaboration with DIRD and with the Team Leader.
  • Managing Catalpa data officers working with the DIMS.
  • Supporting the GESI and Mamp;E process.
  • Leading on written and verbal reports to external stakeholders.
  • Other tasks that may be required to assist with meeting the program’s and company’s changing needs as determined by the Team Leader.

Requirements

  • You are a team person, value building trusting relationships, passionate about PNG’s development and a problem solver.
  • You have the confidence to work with senior experienced stakeholders at national, provincial and district levels.
  • You have knowledge of GoPNG internal structures, provincial government planning and monitoring processes.
  • You have experience in monitoring and evaluation of projects and programs.
  • You are both organised and have good interpersonal skills.
  • You can understand, prioritise, translate and communicate multiple program and data requirements to Catalpa’s product team, particularly the Product Manager, to contribute to the development of the new Platform and associated user-friendly technology components.
