About the Program

The Service Improvement Program Management System and a District Information Management System (SIP-MS/DIMS) program is a long-term partnership between the Government of Australia (GoA) and Government of Papua New Guinea (GoPNG), supporting GoPNG to better oversee, coordinate and report on the impact of rural development policies and programs in Provinces and Districts. The program is implemented in a partnership between the Department of Implementation amp; Rural Development (DIRD) and Catalpa International.

Catalpa has been engaged to support DIRD to design, develop and implement a new integrated SIP-MS amp; DIMS. The program works on the premise that a transparent and accountable Government, and strengthened oversight of public funding, can improve the equity, efficiency and quality of outcomes of Government spending for the people of PNG.

Catalpa is in search of a passionate Deputy Team Leader who is motivated to create significant and lasting change in the lives of people in Papua New Guinea. The ideal candidate will demonstrate a combination of expertise and experience in international development, management of projects and teams, and building relationships with both internal stakeholders and external clients.

About the position

The Deputy Team Leader will support the Team Leader in leading the day to day management of the program, working closely and collaboratively within our project team, as well as working directly with DIRD Executive, and relevant GoPNG stakeholders (including Provincial and District administrations).


Key roles and responsibilities will include:

  • Engage, manage and mentor an effective team that delivers the expected program outcomes and targets
  • Support the Team Leader to build and maintain excellent relations with all relevant external stakeholders, especially DIRD and key Government partners, DFAT, the Managing Contractor (DT Global), and other partners participating in the program.
  • Support the Team Leader to manage development and approval of program interventions and oversight of program delivery.
  • Work closely with the Team Leader, the program team, consultants and key stakeholders in the development and delivery of key program strategies to support the nationwide rollout of the program.
  • Support ongoing development and extension of the DIMS and the integration with the SIP into Districts and Provinces.
  • Ensure the cohesion and strategic alignment of the program, especially between the two key program components (SIP-MS and DIMS)
  • Assist DIRD with facilitating regular technical meetings both internally and externally, including with the PSC, selected national agencies involved in data sharing, provinces and districts.
  • Support DIRD to negotiate and formalise data sharing agreements with selected national agencies (e.g. NEFC, NDoH, NDoE).
  • Ensure the program maintains a clear and consistent direction and supports transparent and consistent communication to external stakeholders.
  • Support Catalpa, and the Team Lead to ensure the program is compliant, meeting its key deliverables, demonstrates progress and maintains clear and honest dialogue with the Managing Contractor.
  • Liaise with the programs Team Leader and communicate risks, key issues and updates.
  • Support day to day management of the DIRD program team, including creating an inspiring team environment with an open communication culture, setting clear team and individual goals and delegating tasks and deadlines with the team.
  • Promote a productive work environment respectful of the Code of Conduct with zero tolerance for verbal and physical abuse or discrimination against other persons on the grounds of race, colour, sex or any other protected attribute.

Requirements

Essential:

  • The successful candidate will be able to think and work strategically, but also be willing to roll up their sleeves and get things done - this is definitely a job where you will need to do both.
  • A minimum of 3 years of professional experience in program management (preferably on DFAT or MFAT programs), this includes experience in managing the operational delivery, management of risk and managing a team.
