Catalpa has been engaged to support the PNG Department of Implementation and Rural Development (DIRD) to design, develop and implement a new integrated Service Improvement Program Management System and a District Information Management System (SIPMS amp; DIMS). This program assists DIRD with the supervision and reporting of SIP funds, and maps alignment of service delivery, development outcomes, and administrative setup across Papua New Guinea.

Catalpa is seeking to hire a Monitoring and Evaluation (Mamp;E) and Gender, Equality, Disability and Social Inclusion (GEDSI) Officer to support the successful implementation of the program.


About the role

Reporting to the Deputy Team Leader, the Mamp;E and GEDSI Officer is accountable for supporting two key aspects of the DIRD program:

1. Monitoring and Evaluation:

The Mamp;E and GEDSI Officer will work with the DIRD team to implement processes outlined in the Mamp;E framework. This will include:

  • Assisting with data collection to track program performance in line with the Mamp;E Plan
  • Manage and conduct monitoring activities among program stakeholders, this may include undertaking:
    • Surveys
    • focus group discussions
    • Interviews
    • Researching and writing case studies
  • Lead and collaborate with the DIRD team (including the engineers) to reflect the Mamp;E framework in the platform effectively.
  • Analyse and assist with reporting on project results.
  • Engage with the project results and contribute to developing meaningful management responses and reports.
  • Orient new staff to the Mamp;E Framework, including its processes, and systems.
  • Engage with the team in effective and regular reflection and learning activities
  • Assist in conducting and documenting project retrospectives, and sharing lessons learned and best practices, incorporating these into the project.
  • Work with the Mamp;E Specialist and team to continually improve the DIRD Program’s Mamp;E Framework.

2. Gender, Equality, Disability and Social Inclusion (GEDSI):

Working closely with the GEDSI Consultant, the Mamp;E and GEDSI Officer is responsible for the efficient and effective coordination of GEDSI related activities as outlined in the GEDSI Strategy. This will include:

  • Efficient and effective implementation of activities as outlined in the GEDSI Framework
  • Provide advice and recommendation of appropriate policies on GEDSI to the DIRD team.
  • Lead and collaborate with the DIRD team (including the engineers) to reflect the GEDSI Strategy on the platform effectively.
  • Prepare regular reports to management on GEDSI activities and outcomes
  • Provide sound interpretation and advice on GEDSI in the DIRD Program in line with GoPNG GEDSI Policy
  • Help to undertake research, review and evaluate appropriate GEDSI related policies to promote best practice in the DIRD Program.
  • Undertake effective research, review and evaluation of the GEDSI Framework and make recommendations for its continuous improvement
  • Preparing regular project activity reports for specific GEDSI activities

Requirements

  • A university degree or an intriguing reason for not having one
  • Experience working in a global development context is essential, ideally a minimum of 5 years of work experience on implementation of GEDSI and Mamp;E
  • Comfort working within a collaborative, dynamic environment
  • A desire and drive to create positive change
  • Demonstrated experience using and project/program monitoring and evaluation frameworks and undertaking GESI mainstreaming activities
  • Experience in or understanding of use of data in the development sector
  • You are motivated, appreciate technology and committed to effective development principles.
  • A team person, value building trusting relationships, passionate about PNG’s development and a problem solver.
  • Confident to work with senior experienced stakeholders at national, provincial and district levels.
  • Knowledge of GoPNG monitoring processes
